Thus if there were no 5% level firmly established, then some persons would stretch the level to 6% or 7% to prove their point. Soon others would be stretching to 10% and 15% and the jar...

While arbitrary it gives us a baseline to measure against. Absolutely agree with this quote. With numbers people are always tempted to bend the outcomes to make their point.
